I remember asking in Mothecare, and she said to me, that reins are better because you have more control, and if its busy or something your child/ren cant get tangled, or caught on anything.
They are good to use for safety reasons, and especially learners, that keep running off etc, which you see a lot whilst shopping etc!
I have to say though, I deff think for safety reasons, that reins are very good for when you are out walking, near roads (busy or not), as if a child was to trip up, they could easily fall into danger, so I deff recommend it to everyone.

Like LOra said, kids will e kids, so what if they feel restrained? Your telling me that a simple ‘no, you dont run off’ is going to work? Unless your seriously smacking your kid, ad scaring them, its not going to work, no parent, no matter how good you are, can control children like that, kids learn, and once they realise that they are allowed out of the buggy with the reains on, to stop them from running off, they will know, that if they run off, they going back in the buggy or trolley.
OH AND, THE HOLDING HANDS THING, YOU MEAN GRABBING THEIR LITTLE HANDS, IF A KID DONT WANT TO HOLD YOUR HAND, THEY WONT, SO ITS NO DIFFERENT, TO PUTTING THEM ON REINS.
Like one of the first answerers said, people who dont use them, dont care. And its true, you dont know how quick something can happen, the weirdos out there, you dont know what could happen. so yes reins are the best thing. until the child has learnt that he/she has to hold onto the buggy or your hand, they have to have reins, its for there own good.
